A skittles person is someone who is extremely queer, fruity, or zesty in nature. Skittles people have no dignity and will often yap about the most homosexual shit you've ever heard. Skittles people are often identifiable in their appearance, often wearing clothes that reference zesty pop culture or obscure media.
