A Type 13.0 civilization exists in and controls the realm of All Perfect Ideas—the Form of Gravity, the Form of Time, the Form of Consciousness. It doesn't build a Dyson Sphere; it engineers the perfect, cosmic Idea of "Energy Capture" that then echoes into all realities.
