When the state is oppressive and the nation is in dire straits but the rulers don't give two shits what goes on anywhere and the government does nothing (except suppress change maybe). It's oppression through inaction, tyranny of negligence. Usually this occurs in a rigid hereditary absolute monarchy where a bunch of inbred fucks can party until they get lynched by peasants, but really anything can end up in such a state.
