A teen/ early 20's male in the late 90's to early 2000's that , like a sheep in a flock, dyed his hair blonde and wore a visor and thought to himself I'm totally awesome.

Some one with two first names, usually. An individual who has an over-inflated sense of self worth, compounded by a low level of intellegence. Thinks that everyone likes them. Does things for attention.

Did you see Zach guy at the bar last night?

Exclusionary Douche Bag Rule

This rule states that mega douche bags can be excluded from other rules like the golden rule (treat others the way you want to be treated) and other rules rearguarding common kindness because of there douche bag status.

Matt: Wow Steven is such a creepy sketchy cum bucket.
Billy: Hey! that's not nice, you cant say that! You should treat others the way you want to be treated.
Matt: No Billy its ok, since Steven is a bonafide douche bag he is excluded from that rule.
Billy: O' yeah I forgot all about the exclusionary douche bag rule, and yeah I know Steven is total cum bucket.

A douche bag is a man who has a very high, undeserved, self esteem and confidence. Typically, douche bags also have a high opinion of their personal apperance, whether it is deserved, or not. (Inspired by Family Guy).
