Quality Bum

A person who subsists at, or just above, the federally defined poverty line while receiving public assistance and/or disability benefits: Richer than most homeless people, but poorer than most people who have jobs. A quality bum might or might not be homeless. A hillbilly who lives in a trailer and gets a government check sufficient to buy groceries, cigarettes, and liquor is an example of a quality bum.

America used to be a great place to be a quality bum in.

A.K.A.

Someone who parks their car in your parking spot. Making them a bum and lazy. Especially a paid parking spot. Where someone other than you has paid for it! It's like parking in a handicap spot.
