Derogative stereotypical typecasting to describe a person from the Indian subcontinent in a hateful manner where said "napkin" refers to turbans worn mostly by Sikh men. The "nigger" part refers to the typical indian skincolor and the (mostly) low socioeconomic status of most Indian males, thus hinting at their low wages and thus linking it to wage slavery.
