"retarded by choice" is a phrase meant to be a more extreme end of making a dumb dissension but with the condition that the person making said bad dissension had prior knowledge and did not choice to critically think about the information they were given from others or their surroundings.
an example of this would be a parent choosing to circumcise their child under the idea of "its what everyone does" dispute being told by the doctor/nurse that this will have long lasting permanent harmful and financial problems (being dependent on aids like lube) that are irreversible and that child has a high chance of feeling body dysphoria and other extreme negative consequences not limited to suicidal ideation. The issue wasn't that the parent gave the go ahead, its that the parent was given the information and still choice to not think critically or think in long term for the child potentially seeing the child not as a human but as a decoration like a stuffed animal for social media.
Another example would be choosing to eat firecrackers and lighting them while they are still inside you because you think it would be "fun" do to it involving firecrackers rather than thinking about the long term implications and the lack of self preservation by choice.
