This happens when so many Californians spot pot (AKA Marijuana) and the smoke emissions from all the dope, travels through the wind currents and make mother-nature high. This event can happen wherever lots of weed is being smoked... An Example of High Weather is its sunny, then cloudy, then rainy, then sunny--- in a span of an hour.
