a really common italian phrase, mostly used by people who live in tuscany.
it literally means "pisa shit", but since everyone in tuscany hates pisa and the people who live there (no reasons), you can hear very often sentences like:

"ciao Marco, come stai? pisa merda"
"hi Marco what’s up? pisa merda"

"oggi ho preso un insufficienza, pisa merda"
"today i got a bad mark, pisa merda"
