repurposed from the nickname for yoongi from bts who looks like a cute little cat.
it changed meaning in fandom spaces and is now used to refer to your sad, morally questionable, miserable, mentally ill blorbo with a tragic past.
what sets a poor little meow meow apart from a cinnamon roll or smol bean is the deeply miserable, irredeemably pathetic nature of them.
note: in army culture however, it is still used to refer to a cute little guy who looks like a cat. yoongi is just a very adorable peaceful man.

Meow is a less arsh way of referring to a pussy/vagina/twat.
So if your in a situation where you dont want to use such a harsh word, meow is a good subsitute.
