In Philly, "joe" originally meant "extra hype." If someone were to be overly excited or anxious about something, you would tell them "stop actin' joe." However, over time it came to just mean "actin' stupid."

(extra hype) "Yo, where is our food? I'm hungry!"
"Dude, stop actin' joe and just chill."
