It Basically refers to the idea that someone is new to a game, concept, or idea. To Officially not be A Noob, you need to be Playing for 3-7 Months, If you're referring to a video game Noob. But, it's also often used for descriptive purposes only, without any value judgment. So if your Brother, Sister, or even a friend calls you a Noob, I'm sure they don't mean it intentionally.
