A West Perth-based local (Aussie) slang for someone who runs a high revenue business and makes lots of money but is stingy when it comes to staff development and expenses.

Staff to Mr. CEO: Hey where are we going to have our annual celebration this year?

Mr. CEO: It’s going to be Pot Black cos I have allocated most of the budget for this year towards renovating my office!
