A program of pushing homeless into social services that move the homeless out of an area and into a place where they can be inadequately treated outside the purview of the public.
The police lured the poor homeless from the downtown, under their new policy of compassionate disruption. The homeless were given the option of a one way Greyhound bus ticket, to see a far a way land, or residency in the local police hotel, and a job doing community service.

A dilettante who is interested in libertarianism, but would more often than not break with the philosophy, politics, and economics of libertarianism for supposed compassionate reasoning ; that comes from an opposing camp. They're a believer in the political doctrine that is libertarianism which emphasizes individual liberty and a lack of governmental regulation, intervention, and oversight both in matters of the economy and in personal behavior where no one’s rights are being violated or threatened. Yet they are quick to cede their beliefs to appease opposing camps or to maintain supposed good optics.
This compassionate quasi-libertarian is oft associated with girouettism The practice of frequently altering one's views and opinions to follow current trends, bandwagonism The tendency to jump on the bandwagon, i.e. to join a craze or trend, sometimes for profit, or with someone who is dangerously softhearted or affrighted to argue into the weeds about into the trade offs, consequentialism, rule utilitarianism, etc.

The compassionate quasi-libertarian was scared to mention the third variable effect where this "Z" that wasn't mentioned in the study the debaters were discussing was more likely to influence "A" rather than "B" that was mentioned in the study, but the compassionate qusai-libertarian was scarred that he'd be accused of not wanting to help "A"; albeit, in his heart he believes that intervening with "B" wouldn't help "A" and if only the got around to intervening with "Z" instead of "B" than everything would be swell.

A person who is to the left of traditional conservatism, often but not always a politician who is looking to gain votes from undecided voters. However this strategy leads to hatred from both the left and the right. See RINO
The compassionate conservative voted for the war, but then in an attempt to save their seat voted for massive social programs raising the ire of both liberals and true conservatives.

When someone's fingers are extremely crooked. Typically pointing in a strange direction like a compass. (I would personally say that because it's like an arrow pointing to the last bit of treasure you can't find)
"Yeesh, they have a serious case of Compass Fingers!"
"Ayo, your fingers pointing in like five different directions! Your compass must be broken!"

A person that fails to understand the logic of motorway signs/junctions. Often happens on the Manchester to London route.
How will i get to the gig in London? Should i use detailed maps or should i be a human compass and wing it
