This is one of the various dialling numbers for an emergency for ambulances, police and fire department. Usually when they pick up, they ask you for these 3 emergency departments. Then you ask them what happened and they will come over and help.
There are many shows and series on how this all works. I mean, you could go find one ( ͡° ͜ʖ ͡°)
The following countries use 911 as their emergency dial number:
