Just thick tape. Can be bought in the store, but it's "thik tap-E". Thik, as in thicc or thick, and tap-E meaning to be tape, but you say "tap" then say "E". So, that's what it is. Not really a meme tho, i wiSh it wAs

The game of football tennis played with a size one football. A small net is used on a small court, like a patio area in a residential garden, preferably in an established neighbourhood where neighbours are not easily offended by noise or bi products of tip tap a tay. Bi products include alcohol consumption and tobacco/contraband smoke.

I love hearing the sound of my neighbours enjoying a friendly game of tip tap a tay.
