Someone laying around all day isn't motivated enough to burn buildings (arson), to steal lots of money from people, to kill for personal gain, and so on. All the wrong (highly motivated) people are already taken more seriously than they should be, while a lot of times, people will think somebody laying around is joking all the time.
Nobody really gets mad about laziness, theres things to really be angry about, such as people fucking with other people's lives.
