It means a person. A individual that is out there. Somone who matters and can change the world. Somone who is good enough no matter what others say. Somone who is strong. Somone that choses to live another day and prosper through that day. That somone is you.

spoken with emphasis on the "you"
is the lowest form of comeback to an insult, usually, but when used correctly (e.g. out of context) it becomes one of the funniest and most classy calls

A way of referring to someone using the pronoun ‘you’ while acknowledging that the person you are referring to is plural*/a system**/not a singlet***.
The ‘&’ is always placed next to the ‘you’, and does change the sentence structure. You& simply makes clear the fact that you are aware of someone’s plurality****.
****Plurality; Being plural
***Singlet; A person who lives in their body alone
**System; A group of 2 or more people whom live or normally reside in one body
*Plural; Anyone who is not a singlet
