Noun. A person with an abnormal thought process which centers on (for men) or focusses on (for women) the penis. A person whose mental focus is on the penis, usually to the exclusion of other, often more relevant, considerations. A man who thinks with his penis; a woman who fetishizes the penis in her thought processes.
