a person who engages in hooliganism after drinking alcohol.

He is not a hooligan. He is just an alcohooligan. He engages in rowdy behaviour and shenanigans when he gets drunk.

Alcohobligations 

When you're already drunk and you're forced to do something best done sober, like driving or public speaking.

#1: Dude, you've had the least to drink, we need you to drive home.
#2: Not happening, way too drunk for alcohobligations.
