In urban speak, you use it to imply somebody has shut off his brain.

Dave: I think I'll turn left when...uh I'll just feel it.
Susan: be-ba-bu-ba. any maps in the car?

Be a Babu 

To "be a babu" means to procrastinate or take forever to do a simple task...

Originated from the term "Babu": a government worker (in Indian subcontinent), typically a clerk or official, who takes a year to do what would normally take a day.... unless he/she has a vested interest (such as bribe) to get it done faster...

Guy: Dude, what's taking you so long to finish the paperwork?
Friend: I dunno man.... I'm not sure I want to do it...
Guy: Don't be a babu now!
