Sheng Long 

Chinese for "Dragon Punch", one of Ryu and Ken's signature moves. Was rumored to be a secret character in the original Street Fighter II because of Ryu's win quote, "You must defeat Sheng Long to stand a chance!" It was nothing but a hoax cooked up by Capcom and EGM, however.

Person: I got to Sheng Long on SF2 using M.A.M.E cheats.
When I beat him he gave me an autograph of Johnny Cage and my MAME deleted itself.
