a person who can seem to answer a question yet really never actually answering it

Wife asks...." How does this blouse look on me? Husband says " the blue in this blouse really brings out Your eyes". The husband is the illudedavator because He never really said how the blouse looked on His wife....yet seemed to be answering the question.
