A low intelligence specimen, or stupid.
It was conceived as a really contagious disease caused by the vtuber Aquwa_VT by mistakenly saying '3' instead of 'C' when listing A, B, C.
The disease then quickly spread across her friend group on twitch via monkey, becoming a meme in the vtuber community.
