bend-the-law

To exploit loopholes, technicalities, or vague interpretations of rules or laws to achieve a desired outcome while maintaining the appearance of legality. Unlike breaking the law, bending the law stays just within—or deliberately tests—the legal boundaries.
"Sometimes we have to bend-the-law to be able to please the people."
