A term used to describe a wannabe that will do anything to get attention. Desperately in need of luv & acceptance - most likely these people were not hugged enough as children. As adults they act out desperately wanting to seem kewl to others - often doing very stupid dangerous things that may blow back up in their face.

God that's gonna hurt whatta vatra he's totally looking around to see if anyone is watching.
