Someone that is generally incompetent. Opposite of a thoroughbred.

I don't know how the new director got his job. He sure is one dumb mule.

Someone that is always short of funds but manages to go out and have a good time because s/he "dangles" off the annoyed generosity of friends and colleagues.

Billy Bob comes in here looking like a big-timer be he's nothing short of a dangler.
