1. Something is shit and is not approved of by the person saying it
2. Something is the best and is commonly loved by a lot of people
The ambiguity of the word is its purpose
"Did you see you the recent protest?'
"Yeah it was so rogue."
"What did you mean by that?"
"You'll have to guess."
