1. an idiot who sees many opportunities to act within his expertise but never does so because of his cowardness and inability to act on his own, also called an "Usopp" in the hit manga/anime "One Piece"

Usopp is a useless bum, he could've done this instead.
Usopp sold fake medicine to this child whose father is dying, that's only something a useless bum would do!
