The Ranking given to those who have achieved the rank of Wing Commander and Rainbow Warrior.

Tim: Dude, you hear Alex is a Rainbow Warrior?
Fred: He was already a Wing Commander from that trip to Europe.

Tim: Looks like hes a Rainbow Commander now.
