A very strange person, a weirdo; will tend to stare in a strange and un-easy manner.

A person with weird behaviours; my have stalker tendencies, follow people and be a text pest.

Also, can be known as a perv or a dirty old man that likes to stare at your tits or at you in general.

Girl 2: Sorry to say babe but I think so.... as does the guy over there, even though I don't think he minds, ahaha
