When somebody brags about their success and wealth on social media.

The phrase was first coined by Filthy Frank in the song "Hood Rich" in the line "money on the phone, but I'm broke", showing that while he talks big game online, in reality he has no money.
Travis: Ayo you see Chad braggin about how much he pulls in on Twitter?
Brad: Yeah. Kid has money on the phone, but he's broke.
