Over The Pants Tug Job: A tug job (or handy) performed by a second party with the hand on the outside of the pants. This is typically done in public places or when discretion is necessary. This action is often a prelude to further sexual activity.

My girl friend gave me an OTPTJ in the movie theater and later a BJ in the parking lot, it was great.
