1) To stick out one's tongue at someone, with or without blowing a raspberry or making a slurping noise.

2) To be on the receiving end of same.

Derives from the feeling of having been french-kissed unexpectedly.

Girl: *sticks out tongue*
Boy: I felt that in my mouth!
Girl: You just got french kintzed!
