1) a generally shady or dirty individual.
2) A co-worker who is not bad or good, just there.
3) an hilarious comeback for any name that someone may call you.

1) Joe is always sitting in his office being greasy and not doing anything. He is such a Skanko Skeezweed.
2)Melinda: You are a dick Steve.
Steve: Whatever Skanko Skeezweed.
