A person from the baby boomer generation or really anyone who is older than the person using the word, usually used if said person is being overly procedural and can't or won't do anything without going through the full process of things. Typically found in IT departments that have a high average age. Sometimes used in a joking way among colleagues. Can also describe someone who is out of touch, typically with modern age technology or an agile way of working.
