Someone who posses the ablity to function without destroying the world

99% of the citizens of earth would be considered to be called a deygent. Whilst the one 1%, can not function without destroying world.

Terrorist organisations are considered not be a deygent. Some pepole will even consider hitler and some US presidents not be a deygent.
