When someone wants to roll a joint but doesn't possess any of the necessary ingredients (rolling papers, tobacco, cannabis) themselves and attempts to procure them from others, esp. each from a different person, with the promise of a share of the resulting joint.

Coined (or certainly popularised) by popbitch to refer to British pop singer Billie Piper, who was seen having lines of chaz snorted off her baps on at least one occasion.
At least Chazbaps hasn't released any more crap records since she married that ginger git Chris Evans.
