Someone who is in trouble with the law (usually for drugs) so to get out of trouble he/she tells on somebody else.

An addict who smokes the drug oxycontin off of tinfoil.

"Hey Kim, did you hear that someone broke into the pharmacy and stole all the oxycontin?"

"No way, must of been a foiler!"
