It's similar to the saying "That's so fetch", and it means it's on FLEEK, or special depending on how you would use it. You could use it as sarcasm and it would have the opposite meaning; in a sense that it's ugly, or bad.
John: Look at that sweater, it's weird-looking.
Me: It's so flachad!!
