Basically, the meaning of CBR is Cannot Be Reached, so like, when someone's CBR, they're either unavailable, or offline, or basically somewhere you don't know and don't have direct contact to.
Girl 1: Ugh I am so annoyed with Kennedy!
Girl 2: Omg why?
Girl 1: He is so CBR right now, it's driving me nuts.
Or
Guy 1: Bro, where's Jackson? Imma tell him about the new Outlast game.
Guy 2: I cannot contact him.
Guy 1: He's being CBR again.
