Someone or something who's so stupid they might as well have been lobotomized or "factory reset".

Example 1:
Human1: Why do people think elon musk is smart?

Human2: Right? Dude is practically restarted.

Example 2:
Husband: I'm gonna jump my Jet Ski onto the roof then sliiiiide right into the pool! Woo!

Wife: Gerald! What the fuck as you doing? Put that thin back in the garage. You're so fucking restarted.
