If you have a 2% chance of missing, you will miss; if your opponent has a 2% chance of hitting, he will hit. You will never critically hit while your enemy crits every other uncannily-accurate strike, and they'll shrug off your most powerful spells and status ailments while crippling you with a minor expenditure of mana.
