A term used for anyone with a lower then national IQ average in the country of Nepal, implying that because their IQ is so low nobody in Nepal can consent to sexual intercourse due to their IQ subsequently being lower then the IQ needed to be medically classified as disabled. (60-70 or 70-75 to classify as having a mental impairment usually accompanied with physical impairment)
