An exclamation of pure triumph, past down from the Ming Dynasty it is used in regards to a massive victory or major accomplishment. You will hear this popular chant after an army has taken victory in battle.

You go on one knee and propose to your future wife, she says "yes" and you stand up, put your hands in the air and scream "MOIST CHINGY WINGY!"
