One who is of the retarded pursuasion, and can't get shit done right. Usually lacking in common sense and has small "family jewls".
gook- (asian/small penis)
-tard (a moron in many ways.

ex:
Man1: Did that guy get the group project done?
Man2: No, that gooktard F-ed it all up and didn't finish in time.
