tennessee blizzard 

A light snow with little to no accumulation that causes irrational panic and the near-total shutdown of municipal infrastructure (including closing schools). Tennessee Blizzards often result in grocery stores completely selling out of milk and bread, and can result in death, destruction, brush-fires, and binge-drinking.

The forecast is calling for 0.00027 inches of snow. We'd better get to the grocery store and buy 47 loaves of bread and 12 gallons of milk... it's going to be a Tennessee Blizzard.
