When a person is a jerk or is really rude. Maybe when someone throws a fit like a toddler and they are a grown man. Or when they suck up to their boss and never take responsibility for their screw ups. They never do what they say they are going to do. It can be used as a noon or a verb. They lie and don't admit it.
