Blame-Farming 

The task of assigning responsibility for resolving a problem which the assigner doesn't understand and has no idea how to resolve, with the intention of blaming an unsuspecting assignee or "blame hound" when the problem isn't resolved. Commonly found in corporate environments and governments.
That new manager is a real blame-farmer.
He must have majored in Blame-Farming!

Blame-Surgeon 

An exceptionally good Blame-Farmer.
That Mo-Fo is incompetent, but he's a blame-surgeon, so watch out man!
