A person who posses more skill than anyone else in a city. Something that is particularly great. When someone does something exceptionally well they are considered to be the best.
Someone makes 5 three point shots in basketball then someone may exclaim. "That guy is pro-city." Sabotai is the best pvp'r and pve'r in all MMORPGS. Sabotai is Pro-city!
